When you fill out the Data Safety section in the Google Play Console:
Select "No" when asked if your app collects or shares any user data.
In the "Functionality" section, you can state that the app is a utility tool that operates locally on the device.
Because your app uses WebView (as per your previous development), ensure that the "anti-zoom" and technical scripts do not inadvertently trigger data requests to external URLs.
